Conduct System

Capt Barlow’s fraudulent affidavit also claimed that it was treated as a conduct offense.  There is a standard procedure for filing a conduct report within the conduct system (PDF file) and all of the conduct reports are logged at the Main Office on a standard form, in a standard manner and within a specified time period.

The major offenses are required to be saved and forwarded to the Personnel Center within the 3 year time limit. 

No such conduct report was ever written, there was no record of any such conduct report being recorded in the Main Office log and there was no such document forwarded to the Personnel Center.  Supt Lynch attempted to pawn off an informal Class "A" log (PDF file) for serious offenses, covered with doodles as an official conduct report, but eventually withdrew it.  This all took many dozens of FOIAs.
